Through the last 15+ years, Uttar Pradesh Health & Welfare Promotion Trust has built a positive and collaborative relationship with the Government of India. We have collaborated closely with national, state and local governments and their agencies to address the most pressing issues of children.
The nature of partnership includes influencing critical policies on child rights, providing technical expertise and creating spaces for children's participation. We have stood shoulder to shoulder with the government and have been the first to reach and last to leave in times of humanitarian crises.
To illustrate, our programme and policy interventions to strengthen the nutritional and health status of children, adolescents and women have contributed to the implementation of Government's Mission Saksham Anganwadi and POSHAN 2.0, besides PM's Swachh Bharat Mission. Our work on protecting children also aligns with Mission Vatsalya and Beti Bachao Beti Padhao.
Uttar Pradesh Health & Welfare Promotion Trust played an active role during India's G20 Presidency. We were among the select Civil Society Organisations invited to be part of the Civil 20 (C20) engagement group — contributing to the Working Group on Gender Equality and Women's Empowerment.
UPHWPT's white paper on Women Economic Empowerment via Education was published in the thematic book of the C20 working group. We were also part of the Education & Digital Transformation Working Group of Civil20, and contributed to the Y20 Working Group on Future of Work — Industry 4.0, Innovation and 21st Century Skills.

Proactively engaged in influencing the design of ICPS under MWCD. By the end of the first year, we had formed and strengthened Child Protection Committees, supported rehabilitation of 2,500 children from work back to school.
The national study on child abuse (2007), conducted in partnership with MWCD, UNICEF and Prayas, formed the base for further engagement with the government and contributed to The Protection of Children from Sexual Offences (POCSO) Act, 2012.
MoHFW constituted the RMNCH coalition for improved reproductive maternal new-born and child health outcomes. Uttar Pradesh Health & Welfare Promotion Trust was appointed to hold the secretariat of this national coalition, and was selected again in 2018 to convene the Urban Health working group.
Continuous engagement with the Government of J&K was instrumental in passing the J&K Juvenile Justice (Care and Protection) Act, 2013 — bringing it at par with India's Juvenile Justice Act. Two key recommendations were included in the 2021 amendment.
Contributed to and supported MoHFW in the development of India Newborn Action Plan — a landmark step by GoI toward bringing down the Neonatal Mortality Rate and achieving SDG goals by 2030. MoHFW has formally acknowledged Uttar Pradesh Health & Welfare Promotion Trust's technical support.
Nominated by MoL&E to the Central Advisory Board on Child and Adolescent Labour. Presented technical input and recommendations. The amendment to CALPRA was passed in Parliament, welcoming the inclusion of the 15–18-year age group within its ambit.
Developed a Standard Operating Procedure — a first-of-its-kind policy document for the care, protection and restoration of children in street situations (CiSS). The SOP 2.0 (2020) was shared with the PMO and implemented in 50 religious towns of India.
Signed a Statement of Intent with NITI Aayog for Aspirational District Programme in 3 districts of Jharkhand and Bihar. Invited as a member of the NITI-CSO Working Committee and thematic sub-groups on Health, Nutrition & Sanitation; Education; and Child Rights.
Lead partner with UNICEF and CHAI to support MoHFW in drafting and rolling out SAANS (Social Awareness and Action to Neutralize Pneumonia Successfully) guidelines since 2019. Also supporting IDCF (Intensified Diarrhoea Control Fortnight) campaign since 2014.
Three recommendations submitted by Uttar Pradesh Health & Welfare Promotion Trust were included in the New Education Policy 2020. A strategic partnership was also established with the National Institute of Disaster Management (NIDM) to institutionalise training on Education in Emergencies.
