Overview

Rajasthan's Barmer and Jodhpur districts sit at the heart of India's cotton belt but face some of the most extreme water stress of any cotton-growing region on earth. Average annual rainfall is just 280mm — compared to the 600mm+ cotton ideally requires. When CG Foundation launched its Water-Smart Cotton programme here in 2019, 94% of farmers were using flood irrigation, wasting an estimated 3.9 billion litres of water per growing season.

Six years later, this same region has become one of India's most cited examples of precision water management in smallholder cotton farming. Through a combination of subsidised drip irrigation installation, customised Integrated Pest Management (IPM) training, soil moisture sensor deployment, and mobile advisory tools, CGF has helped 45,000 Barmer farmers reduce water consumption by 38% — while simultaneously increasing yield by 22% and farm-gate income by 31%.

The Challenge

Water Scarcity Crisis

Barmer district receives among the lowest rainfall in India. Cotton, a notoriously water-intensive crop, was being grown using flood irrigation techniques unchanged since the 1970s. Aquifer depletion rates had accelerated 4x in the decade prior to CGF's intervention.

Economic Pressure on Farmers

Rising water pumping costs (diesel-powered tube wells) were consuming up to 28% of average farmer income, while unpredictable rainfall patterns were leading to an average 2.4 crop failures per farm per decade. Farmer debt levels in the region had risen 67% between 2010–2019.

Adoption Barriers

Initial surveys showed 78% of farmers had heard of drip irrigation but only 3% had adopted it, citing high upfront cost, complexity of installation, and lack of local technical support as primary barriers.

The CGF Approach

CGF designed a multi-layered intervention combining physical infrastructure, digital tools, and sustained human-centred capacity building — all delivered through a trusted network of 240 local Community Field Facilitators (CFFs) recruited from within target farming communities.

Pillar 1: Drip Irrigation Scale-Up

  • Negotiated bulk procurement of drip systems at 40% below market price through collective purchasing agreements with 3 manufacturers
  • Facilitated access to state government PMKSY subsidy — CGF navigated paperwork for 38,000 farmers who had previously not accessed the scheme
  • Deployed 240 installation technicians (locally trained) for on-farm setup and initial operation support
  • 18-month post-installation follow-up programme to troubleshoot and maintain systems

Pillar 2: Digital Soil Moisture Monitoring

  • Deployed IoT soil moisture sensors across 1,200 demonstration farms (1 sensor per 30 surrounding farms)
  • Sensor data fed into CGF's mobile advisory platform, sending personalised irrigation timing alerts to enrolled farmers via SMS in Rajasthani Hindi
  • Satellite-based evapotranspiration modelling integrated to adjust irrigation schedules based on real-time weather and crop growth stage

Pillar 3: Integrated Training & IPM

  • 144-hour structured training programme delivered to all 45,000 enrolled farmers over 3 growing seasons
  • IPM curriculum developed with ICAR-CICR reducing synthetic pesticide use by 42%
  • Farmer Field Schools established in 312 villages — peer-to-peer learning embedded in local social structures

Environmental Impact

2.4 billion litres of groundwater saved per season — equivalent to 960 Olympic swimming pools. Aquifer depletion rates in target villages have stabilised for the first time in 15 years. Soil organic carbon increased by 12% across enrolled farms, sequestering an estimated 18,000 tonnes CO₂e.

Social Impact

Average family income increased ₹28,400/year. Farmer debt levels in programme villages decreased 34% between 2020–2025. Women's participation in farm decision-making increased significantly, with 38% of Farmer Field School participants being women by Year 4.
